28961 Port "Not Connecting"

Can anyone help me connect on Rcon tool to port 28961?
It only lets me connect on 28960 and I cannot figure out why it wont let me connect on 28961.
I also have two Rcon tool's and I love them but can someone help me connect?

Well maybe there is a FireWall or your rooter is not proberly forwarded? Try open this port on your rooter ;)

Also try to add 20500 and 20510.... these 3 ports is important and must opened to your Modem's Ports.....
