how do i turn of parachute function

hi the server i play on is mostly dm / ctf ..... i put a rotation on and 1 map included search and destroy .... the server on all maps you parachute in is there a way i can turn the parachute fuction off with rcontool .....as when the match starts you get people killing on the way down .......any help please ?
